NESLi2 SMP (Small to Medium Sized Publishers) Initiative

Following the success of the NESLi2 negotiations and in order to extend the range of publishers and journals covered by NESLi2, JISC Collections has launched NESLi2 SMP (NESLi2 for Small and Medium sized Publishers).

This initiative invites all publishers not currently covered in the list of publishers identified by the community for NESLi2 negotiations to submit offers to the UK academic community.

An evaluation panel made up of members of the Journals Working Group, the Library Advisory Working Group, and JISC Collections, evaluates offers submitted by publishers.

Following the decision of the evaluation panel, JISC Collections finalises the licences and offers with the participating publishers. Accepted offers are made available via the secure area of this website and on Lis-Nesli-Reps.

The number of participating publishers has expanded for 2010.

The offers and licences from the following publishers are now available:

Advantages for publishers

NESLi2 SMP offers publishers:

  • a single channel for the distribution of offers to the UK higher and further education and research communities
  • a standardised and efficient approach to presenting journal proposals to libraries and addressing licensing issues
  • association with the recognised branding of NESli2 and the visibility that this provides
  • if requested, the collection of your subscription fees at an additional cost

Criteria for inclusion in NESLi2 SMP

Publishers interested in participating in NESLi2 SMP must meet some pricing and licensing requirements:

  • prices must be based on discounts off standard prices and use JISC Banding
  • offers should be open to all institutions covered by JISC Collections. This includes all Universities, Colleges of Further Education, Research Councils in the United Kingdom, and the British Library
  • publishers must be a member of the UK Access Management Federation and implement compliant technologies
  • publishers must be COUNTER compliant and appear on the list of compliant publishers on the COUNTER website
  • publishers must agree to provide JISC Collections with annual details of all institutions subscribing through the NESLi2 SMP initiative
  • publishers must use the NESLi2 Model Licence

How to become a NESLi2 publisher

If you want to participate in NESLi2 SMP, please complete the submission form and send it to:

Your submission will be reviewed by our NESLi2 SMP Panel and you will be informed of the outcome of the review.

Your offer will then be made available to all NESLi2 institutions via a closed discussion list and website, for each to decide independently whether they wish to take up your offer. (Participation in NESLi2 SMP does not mean that all institutions automatically take up your offer).
