ONIX Publisher's Licence Consultation

One of the major challenges facing libraries is managing the terms and conditions associated with all of the electronic resources that they license. JISC Collections tries to minimise this work by using the JISC model licence as the basis for all of its agreements and trying to minimise the variations that it introduces into those licences.

Increasingly though librarians are looking for technology to help them manage their licences and let their users know what they can and can't do with electronic resources. One such technology are machine readable licences that allow licence terms to be stored and communicated electronically between library systems that should ultimately be able to provide licence information to library staff and end users.

For the last 18 months JISC Collections has been working with the international standards body EDItEUR on the ONIX for Licensing Terms project to develop the tools and formats required to express the full range and complexity of licensing terms in a structured machine-readable form that can be communicated between systems using a standard XML based schema. That work has now reached the point where JISC Collections would like to start getting input from universities and colleges about its future work in this area.

In this consultation JISC Collections will be asking you to review some examples of the licences that have been translated into the ONIX PL format, and a summary licence from the JISC funded Registry of Electronic Licences Project, tell us what you think of the end result and what you think we should start to do now.
