NESLi2 is the UK's national initiative for the licensing of electronic journals on behalf of the higher and further education and research communities. NESLi2 is a product of the JISC and underwritten by the Higher Education Funding Council for England on behalf of the Funding Bodies.

NESLi2 follows the three year Pilot Site Licence Initiative (1995-1997) and the original NESLI (1998-2001), which introduced the concept of a Managing Agent and piloted the use of a model licence for use in negotiating agreements with publishers. During 2002 and 2003 the JISC undertook the journals negotiation activity for the NESLi2 community and Content Complete Ltd took on the role of Negotiation Agent between 2004 and 2009.

Key features of NESLi2 are as follows:

  • Use of the Model NESLi2 Licence for Journals
  • A clearly defined list of publishers to seek agreements with, based on feedback from the community
  • An independent and experienced Negotiation Agent
  • Pre-defined criteria to assist the negotiation process
  • Order channels and access routes that support the negotiation process

During 2009 JISC Collections decided to bring NESLi2 negotiations and Help Desk services in-house for the future and to that purpose Content Complete Ltd, the acting Negotiation Agent and Subscriptions & Help Desk provider, was acquired with effect from 1st January 2010.
